1.      In accordance with the Environmental Assessment of Plans and Programmes Regulations 2004 (the SEA Regulations), in December 2007 the Department of Energy and Climate Change (DECC) published a scoping document to consider the potential impacts of some 25GW of additional windfarm developments for consultation. In January 2009, DECC then published the Offshore Energy SEA Environmental Report for public consultation. 2.      Following a public consultation, the UK Government concluded in June 2009 that there are no overriding environmental considerations to prevent the achievement of some additional 25GW in water depths of up to 60m water depth, albeit with a number of mitigation measures to reduce adverse impacts on the environment and other users of the sea.

 

3.      Our policy document, "A Prevailing Wind" outlines the Government Decision on offshore wind, as well as setting out how the Government plans to help facilitate large-scale development of the UK wind resource.

 

4.      Within the bounds of the Government Decision, it is up to The Crown Estate, as owner of the seabed up to the 12nm limit and grantor of rights for renewable energy purposes on the UK continental shelf, to determine what areas of the sea they wish to offer for offshore wind development. The Crown Estate identified nine (9) indicative zones of potential development around the coast of the UK, including a zone on Dogger Bank (see attached map of the zones). Each zone is an area of search for suitable locations for windfarm sites and therefore the zones are much larger than the eventual windfarm developments. The Crown Estate is now proceeding towards awarding zone development agreements to the successful bidders for the Round 3 offshore wind development zones by the end of this year.  

 

5.      Any proposals that come forward under Round 3 will be assessed by the relevant authority to ensure they are located in appropriate places. In the future, in England and Wales, proposed renewable energy projects generating over 100MW offshore will be determined by the recently established Infrastructure Planning Commission (IPC). The IPC was formally established by Government in October 2009 as the consenting authority for nationally significant infrastructure projects (NSIPs). It is understood that the IPC will expect developers to ensure that proposals are properly prepared and consulted on, before they submit an application for a NSIP. We believe that consultation is a critical part of the development process and should be undertaken with the public, relevant Local Authorities and key stakeholders with an interest in offshore wind farms, including any international stakeholders for trans-boundary issues, at the earliest opportunity during the development of projects.

 

6.      It is envisaged that developers will take a strategic approach to the development of zones, working through a process of characterisation, appraisal, planning, site selection and site consenting (see attached generic timeline for Round 3). For the larger zones located in the North Sea, including Zone 3 (Dogger Bank), it is envisaged that it may be several years before all sites have been identified and brought forward for consent; with a staged approach to the development of this zone being the most likely outcome.
